Bijay Mohanty was born in 1950 in a Hindu Karan family in Pandiri, Kendrapara, and was raised in Baripada, Mayurbhanj, Odisha. He started acting during his school days at M.K.C High School. After completing his BA, he joined the National School of Drama (NSD) and graduated alongside notable classmates like Naseeruddin Shah, Raj Babbar, and Om Puri.
He acted in theaters and stayed in Delhi until 1975. After returning to Odisha, he focused on directing plays. Bijay was married to Tandra Ray, an actress in the Odia film industry. The couple acted together in several films and have one daughter.

Bijay Mohanty passed away at the age of 70 on the evening of July 20, 2020, in Bhubaneswar. His condition worsened that evening, and he was rushed to Care Hospital. Unfortunately, he died while receiving treatment.
